Put a lid on it?

Here's a nice example of the type of disagreements that arise when doing cost-benefit analysis.  In this case, it's about whether to put a roof over the Arthur Ashe Stadium at the National Tennis Center in Flushing, NY (home to the US Open).  I'm especially impressed by Pam Shriver's perspective and her recognition of opportunity costs.
